12 Therefore rejoice, heavens, and you who dwell in them. Woe for the earth and for the sea, because the devil has gone down to you, having great wrath, knowing that he has but a short time.”
rejoice O heavens, and you who dwell in them – the saints of New Jerusalem, as represented by the sun, moon and the stars, are those who dwell in the heavens. The same expression is used in Rev 13:6.
woe to the earth (the people) and the sea (their salvation) – those who do not dwell in the heavens, are those who dwell on the earth, as in Rev 13:8, and Rev 17:8.
